Also, by average, how much would a binoculars cost to view all the planets?
I don't want a telescope because I want something portable.

The results will not be satisfactory, I can assure you.
This is due to not being able to hold either your hand(s), or your head steady enough to obtain anything but a shaky image, and, as time goes on as you view, this gets worse.
The only answers are either a telescope, preferably with a stand or tripod, or a good video camera - also with a tripod.
