Would binoculars allow me to see planets and stuff? Would they be good for a beginner? Please give me the name of the best binoculars out there for this, $ 15 and below.

Yes they are a pretty good substitute. If you want to find a good pair at that price I would suggest that you check around the Salvation Army second-hand shops... you can find some pretty good stuff there. here are others too such as the St Vincent De Paul's or some other similar type. Check the internet for your city directory.
